Are you saying that this opera can run on a computer without internet explorer underneath it, at all ? As in, without the DLL, without the rendering engine, and without any XML parser ?
That sounds preposterous to me.
If it were true (and I doubt it), then companies would be selling browsers without an explorer. This clearly is not happening, so there must be some error in your calculations. I hope you realise that explorer is more than just the file system ? Its a whole system that browses the internet from start to finish, and that is a very difficult thing to acheive. A lot of people dont realise this.
Microsoft just spent $9 billion and many years to create Vista, and Internet Explorer 7 was their absolute priority, so it does not sound reasonable that some new alternative could just snap into existence overnight like that. It would take billions of dollars and a massive effort to achieve. Netscape tried, and spent a huge amount of money developing Mozilla but could never keep up with Explorer. Apple tried to create their own system for years, but finally gave up recently and used a KDE.
Its just not possible that a freeware like Opera could be extended to the point where it supports the entire web browsing fron start to finish, without using some of the more critical parts of explorer. Not possible.

(Entendre: compatible sous Linux.)-Peu (aucun) logiciel de professionnels (et oui ca implique pour moi PROPRIETAIRE) n'est compatible
Selon l'AMGVF et l'ACUF, le recours au logiciel libre exclut d'autres méthodes comme l'utilisation de standards de fait et remet en cause le libre choix des collectivités (!)
Parce que l'interopérabilité est au coeur des démarches de Microsoft depuis plusieurs années, ...
